Approval projects are organised into two groups in the left sidebar: Central hierarchy and Local hierarchy. Which group a project sits in decides where people find it and which part of the organisation it belongs to.
Central hierarchy
Use central projects for work that applies to the whole business. Each one is listed straight under its approval type, with no location above it, and opening one shows just its name.
Local hierarchy
Use local projects for work that belongs to one part of the organisation. They sit inside the unit tree, so you open the country, then the office, and the project is under its approval type there.
Open a local project and its unit is shown under the project name, so you can always tell which of the two you are looking at.
Creating a project in either group
Both are created the same way. Open the three dots menu next to the group heading and pick the type of project you want under Create Project. The same menu has Hierarchy tree, which shows the units your organisation has.
The local version of the panel asks for one thing the central version does not: a local unit. That single choice is what files the project under a location. The central version ends at Archive in Place, with no unit to choose.
Who can see and do what
Approvers are chosen for each project separately, on the Approvers tab of the project's collaborator settings. That is what lets each office keep its own approvers instead of everyone reviewing everything.
Creating and editing projects is for administrators. If you are not one, you will not see the options to create or edit a project, and a project you do not have access to shows an authorisation message instead of opening.
